Morrison County, Minnesota Rural Opioid Program: Engaging the Entire Community to Address the Opioid Epidemic

In 2014, the number one reason for emergency room visits at St. Gabriel’s Hospital in Little Falls, Minnesota was patients seeking opioids for pain control.

With community partners engaged, a comprehensive approach to address these patients was developed, including reducing prescribing through aggressive patient monitoring/management; reducing diversion through intense communication with law enforcement, increased, consistent use of the PMP and extensive community collaboration with county social services and public health. The successful program has gained national attention with the Achievement Citation award from the Catholic Health Association and the recent chapter in the White House’s Office of National Drug Control Policy’s latest opioid publication is to be released soon.

At the conclusion of this session, the participants will be able to:
  • Implement strategies and policies to standardize processes and establish guidelines to curb the opioid epidemic.
  • Identify how to initiate essential collaboratives with various partners to create a community-wide partnership.
  • Give examples of best practices to implement in order to treat patients with opioid-related issues.

This session is recommended for all staff involved in opioid addiction prevention, including, but not limited to, hospital leaders, CMOs, CNOs, physicians, nurses, pharmacy, quality and patient safety personnel, risk management staff, emergency preparedness employees, in-house legal counsel, various hospital community partners and other interested personnel.

Kathy Lange is the foundation director for CHI St. Gabriel’s Health in Little Falls, MN and has been with Catholic Health Initiatives since 1997. Her work overseeing one of 12 Minnesota SIM (State Innovation Model) grants led to and still leads the Morrison County Prescription Drug Task Force in a successful community engagement project addressing opioid addiction. When grant funding expired in 2017, Kathy engaged state legislators with the passing of two bills that would allow the replication of the work done at St. Gabriel’s Health to eight other communities across Minnesota. She has a recently published article in the January 2019 issue of the American Journal of Public Health.
